The intent is to develop a more unified approach to prevention in Virginia.

The Virginia Substance Abuse Reduction Effort (SABRE) - The SABRE program directs resources and mandates specific responsibilities to various state agencies to develop initiatives focusing on the treatment, prevention, and enforcement aspects of illegal narcotics.
